Mainstreaming Climate Resilience in Development Programmes

Floods, droughts and rising temperatures are already reshaping development outcomes across East Africa. Climate resilience can no longer sit in a separate workstream — it needs to be built into how programmes are designed, delivered and measured.

Screen early

Simple climate-risk screening at concept stage — which assets and communities are exposed to flooding, heat or water scarcity? — shapes better site choices and designs.

Build it into the results framework

If resilience matters, it should be measured. Including resilience indicators in baselines, theories of change and results frameworks keeps it visible throughout implementation.

Make infrastructure climate-ready

Raised platforms, improved drainage, flood-aware siting and materials suited to local conditions add little cost at design stage and protect investments for decades.

Strengthen local capacity

Lasting resilience depends on people and institutions. Training, tools and knowledge systems help partners keep adapting long after a programme closes.
